Some people think all lawbreakers should be sent to prison, while others think there are better alternatives for those whose crimes are minor, such as making them do work for the local community. Discuss both views and give your own opinion.

There are competing views on how to punish lawbreakers: some argue all offenders deserve prison terms, while others believe minor crimes warrant alternative punishments like community service. In my opinion, prison is appropriate only for dangerous criminals, and community-based penalties are more effective for minor offences.

Supporters of universal prison sentences argue that incarceration serves as a strong deterrent. If every lawbreaker, regardless of crime severity, faces jail time, people will think twice before breaking rules, as the loss of freedom and permanent criminal record are heavy costs. They also claim prison isolates offenders, especially violent ones, from the public to prevent immediate harm. For example, keeping robbers or assaulters behind bars protects ordinary people from further threat.

However, critics point out better alternatives for minor offenders exist, and prison can be counterproductive for them. First, minor lawbreakers such as petty thieves, traffic violators or first-time shoplifters pose little threat to public safety. Locking them up with hardened criminals may expose them to negative influences, turning them into repeat offenders after release. In contrast, compulsory community service, such as cleaning public parks, assisting elderly residents or maintaining community facilities, lets them make amends directly to the society they harmed while staying connected to normal life. For instance, in my city, teenagers caught vandalizing public property are ordered to repair community facilities instead of going to jail; most of them reflect on their mistakes and never reoffend. This approach also reduces prison overcrowding and saves government spending on correctional facilities.

In conclusion, while prison is necessary to punish serious crimes and protect the public, community service and other alternative measures are fairer, more cost-effective and more successful in rehabilitating minor offenders, so I believe punishments should be tailored to the severity of the crime.

轻微犯罪者(小偷、初犯、交通违规者等)本身社会危害性低,监狱里和重刑犯接触反而会让他们习得犯罪习惯,提高再犯率;
既可以让违法者直接弥补对社区造成的伤害,又能让他们维持正常社会连接,更利于改错;
