However, this is an extremely costly and disruptive measure for the vast majority of drivers. Most competent motorists would waste hours on repetitive tests they will easily pass, while governments would need to hire huge numbers of extra examiners and fund testing facilities, diverting budgets from more effective road safety interventions.

Instead, far better outcomes come from stricter penalties for dangerous driving and improved road infrastructure. For example, installing average speed cameras on accident-prone dual carriageways has been shown in UK transport data to cut fatal crashes by over 70%, as it consistently deters speeding, the biggest single cause of serious collisions. Similarly, harsher sentences for drink driving, including mandatory driving bans and large fines, have a far stronger deterrent effect than annual tests, as they target the reckless behaviours that cause most accidents, rather than checking general driving ability once a year. Even simple improvements, like clearer road signs and better-separated cycle lanes, prevent far more crashes than routine driver testing.

In conclusion, annual driver testing is an inefficient, low-impact measure. The best ways to improve road safety are to target high-risk driving behaviours and upgrade road design, which deliver far larger reductions in accidents for far lower cost and disruption.
